The register receives timing pulses back from the printer whenever the motor is running; if those timing pulses don't come back fast enough, it stops trying to run the motor to prevent burning things up. It might need a new motor, but it could be something cheap and simple. occasionally a ribbon gets jammed inside the cartridge & stalls the printer. Remove the ribbon cartridge and try turning the knob on it by hand. It should be stiff, but not jammed completely. More likely, the rod that the printhead carrier slides back and forth on is cruddy with old oil & dust. Remove the ribbon.

Raise the black paper-feed section. (Release it by pulling on the two levers on top. ) Two screws hold the metal plate that covers the printhead. Remove them and rotate it up to release the hooks that hold the front down. Use a rag with just a few drops of very light oil (My favorite is Marvel Mystery Oil.
) to wipe the rod clean. Plug the power back in and hold a paper feed button down to see if it runs smoothly. Unplug again. If it seems OK, put it back together, including ribbon & paper, apply power, and touch the CL key before anything else. That should release it from the Motor Lock condition.
It will finish printing whatever it was doing before. If cleaning the rail doesn't fix it, look at the 1. 5-inch diameter, black disk low on the printer's right rear. The slots on the disk are read optically to produce those timing pulse. If it's clogged with dust, the register may think the printer is stalled.
Fix that by brushing it gently. The disk runs through a slot in the optical reader; I use a pipe cleaner to clean the slot.
